This report presents a case study on education and employment in Sudan, making particular reference to the employment of graduates from institutions of higher education. It discusses socio-economic factors influencing educational development and the growth of general education. It examines the methodology of this educational research related to manpower needs and analyses the opinions of university students, graduates and employers. The report considers recommendations for educational strategies, with mention of curriculum development and the relation between education and development. It provides educational statistics, including enrolment ratios, enrolment projections and data on educational financing and educational expenditures.

This paper was funded through the Community of Practice program, part of the National Centre for Vocational Education Research (NCVER) Building Researcher Capacity initiative. Sudanese people have been moving to the main towns of the Latrobe Valley - Moe, Morwell and Traralgon - for the past five years, some as a result of a preference for a regional rather than a metropolitan Melbourne location. Sudanese migrants to the Latrobe Valley often have a limited knowledge of the range of employment possibilities in the area and perhaps less knowledge than local people of the work tasks, responsibilities and cultures associated with particular jobs. Sudanese people are now the largest single group in Central Gippsland Institute of TAFE (GippsTAFE) English as a Second Language (ESL) classes. In addition to ESL and general education programs for adults, GippsTAFE is the largest training organisation in the Gippsland region, providing for industry sectors such as automotive, electrical, building trades, construction, engineering, power, telecommunications, horticulture, health, business, hospitality, fashion, music and information technology. Through its GippsTAFE Employment and Transitional Training (GETT) subsidiary - GETTing Sudanese Workers Into Industry - GippsTAFE also provides a range of case management and employment placement services for Sudanese job seekers. This project seeks the views of a range of stakeholders, including current and past students of vocational programs, vocational training teachers, ESL and general education teachers, and staff of employment support programs. By examining some of the relationships between English language learning, vocational training and cultural knowledge, the project endeavours to identify ways in which GippsTAFE can better meet the vocational training needs of Sudanese Australians in this region. Key messages were that: teachers highlighted speaking and listening as well as reading and writing in English as key areas for skill development; some Sudanese students overestimated their proficiency in reading and writing; employment is a clear aim of Sudanese students, but they have unrealistic views of the Australian labour market; and to convert their training into employment, they require both basic skills and cultural understanding. The author suggests that an integrated approach to learning, in which skills development and language development are combined, could lead to a greater understanding of how Australian workplaces function, and produce realistic expectations for future employment. That said, this report highlights the enormity of the challenge that Sudanese students face in acquiring the skills and English proficiency required for the labour market.

Due to the illiteracy rate in the Sudan (59 per cent among males and 80 per cent among females) a Higher Council for Adult Education was established in 1967. Adult education curriculum has undergone many changes to improve the attendance rate at classes. Two years ago a pilot project was established to eradicate illiteracy and equip adults with the skills needed to improve their standard of living. It was a joint venture between the Ministry of Education, the Ministry of Labour and the Ministry of Social Planning. The purpose of this paper is to describe this venture, the obstacles encountered and the benefits. Show less

Purpose - This paper aims to explore the position of Arab women in management by examining the existing research on gender and management in the Arab region in order to obtain an overall picture of the advancement of Arab women in their professional lives, point out coherent clusters of research and identify knowledge gaps in existing research. Design/methodology/approach - The study conducts a content analysis of academic articles in order to provide a quantitative as well as qualitative thematic overview of the topics [that] emerged from the literature. Findings - The statistical analysis of researches shows that, the topic of women in management is gaining more importance. The thematic overview of researches shows that authors have concentrated only on few and very broad topics, without much diversity or depth. Practical implications - The paper provides practitioners some understanding of the position of Arab women in management and factors that influence their professional lives. The paper sets a solid base of previous studies for future researchers studying women in management in the Arab region. Originality/value - The paper might be considered as the first study to give a systematic overview of the literature on women in management in the Arab region.

Qualifications operate as a form of currency and facilitate trade in skills in the labour markets. Lack of trusted third-party information about their skills often forces jobseekers to engage in the labour market at a huge disadvantage. This is particularly true for migrants - and even more so for refugees - who are often at a severe disadvantage when it comes to their ability to provide evidence of their qualification. In this context, recognition systems play an important part in generating information about people's skills that enables them to participate in the labour market in ways that allow them to be equitably rewarded for the skills they possess and contribute to the development of the country.
Drawing on substantial work of the International Labour Organization (ILO), the Intergovernmental Authority on Development (IGAD) and other actors in this area, this report examines potential role of skills development and skills recognition for supporting and extending the impact of a regional system of regulated labour mobility within and between IGAD Member States. It contains seven country chapters, which include a brief overview of the geographical and political factors that have a direct influence on each country's ability to provide skills development opportunities, not only to its own citizens, but also migrants and refugees, particularly through Technical and Vocational Education Training (TVET). It also provides an overview of the systems and processes in place to develop and recognize the skills of citizens and non-citizens and an overview of the skills dimensions of national labour markets.

This paper constitutes an analysis of data from six Asian (Bangladesh, India, Malaysia, Pakistan, Philippines and Sri Lanka) and four African (Arab Republic of Egypt, Sudan, Tanzania and Zambia) countries obtained for the International Institute for Educational Planning (IIEP) 'Research project on higher education and employment' in order to show the career orientation of women in higher education and their subsequent transition to the world of work. The paper illustrates that women are faced not only with restricted choices as regards field of study and employment, but also with low job mobility. Also, that multicultural societies such as Malaysia and the Philippines offered more opportunities for the advancement of women, despite open discrimination against them in the private sector. The authors feel that good career guidance is crucial for women's success in finding employment suited to their capabilities, qualifications and interests. However, this was seriously lacking in all countries included in the analysis.

Vocational training programmes are frequently used by external agencies as a means of securing economic opportunities for unemployed youth and ex-combatants in conflict-affected areas. However, they often fail to deliver their intended economic outcomes. Many participants are unable to subsist or generate an income following their training. This briefing note outlines the importance of vocational training and jobs creation for youth and ex-combatants in conflict-affected areas, documents organisations that deliver these programmes, and details a number of common problems that they tend to face. It also explains what the implications are for policy makers, practitioners and researchers.

This chapter examines the difficulties of providing cohesive and effective technical and vocational education and training (TVET) in challenging contexts by looking at government, external agency and [non-government organisation] NGO co-ordination structures in southern Sudan. TVET in southern Sudan, rather than being 'concerned with the acquisition of knowledge and skills for the world of work' (UNESCO-UNEVOC, n.d.), is currently mainly concerned with the acquisition of skills that could lead to livelihoods - the means of making a living. The term 'world of work' does not currently apply to the context of southern Sudan because too few opportunities for gainful employment exist to make it meaningful; the market for semi-skilled labour of the type that emerges from existing TVET programmes is still too underdeveloped to absorb the few graduates. Thus, for the purposes of this chapter, TVET is defined as any educational opportunity providing training in livelihood skills. The chapter begins with a brief overview of the Sudanese conflict, as well as the current political and economic context in the region. The subsequent sections offer a description of TVET programmes in southern Sudan to date; an analysis of current steps that the Ministry of Education, Science and Technology (MoEST) is pursuing to better organize these TVET offerings; and a discussion of the mechanisms used to co-ordinate TVET and other programming. The chapter ends with an expression of optimism that these steps will improve co-ordination among TVET-funding donors, TVET-providing agencies and governmental authorities.

This paper reviews the benefits and challenges of providing adult literacy education services in fragile states. The goal of the paper is to provide guidance to adult literacy practitioners and program planners about design adaptations based on the challenges in such settings. Using project experiences from Sudan and Afghanistan and existing literature on education in emergency settings, this paper proposes practical suggestions for implementing adult literacy programs in fragile states. A comparison of recent reviews of adult literacy program implementation is followed by options for adaptations to program design in fragile states, including suggestions for what should count as successful outcomes of such programs. Finally, the paper calls for research and collective interagency dialogue to capture lessons from adult literacy programs currently running in fragile states.
